Strategic and Advisory Councils
The Conseil stratégique de la recherche (CSR) has the role of a policy committee in charge of proposing the main lines of the National Research Strategy and ensuring their implementation. This strategy is included in the agenda for research, transfer and innovation France Europe 2020 published in 2013.
Chaired by the Prime Minister (or the Minister for Higher Education and Research on behalf of the Prime Minister) and founded in 2013, the CSR counts between 16 and 24 members. They are experts in science, innovation and economy, both French and non-French citizens, equally represented by men and women, and including 1 representative of each Chamber of Parliament.
The Haut Conseil de la science et de la technologie was created in 2006 with the aim to advise the Prime Minister, Government and Parliament on main policy and strategy lines related to scientific research, technology transfer and innovation.
It is composed of 20 high level individuals demonstrating an expertise in either science and innovation or industry. Sitting on the panel is also 1 representative of the Office parlementaire d’évaluation des choix scientifiques et technologiques (OPECST), equivalent to what would be a cross-parliamentary Science and Technology Committee.
